Organization Overview

Vernon Electric Cooperative (VEC) is a non-profit, member-owned cooperative. Founded in 1936, VEC provides electricity and other services to about 10,000 utility members throughout southwestern Wisconsin in Vernon County, and parts of La Crosse, Monroe, Sauk, Richland, Juneau and Crawford Counties. Position Overview

This position is responsible for human resources function and performs a number of staff level human resources activities including recruiting and selection, new employee orientation, preparing job descriptions, Board and personnel policy development, benefits administration, compensation administration, performance management, identifying and resolving employee relations issues, assisting with disciplinary counseling, regulatory compliance, and routine training.

This position also provides complex and confidential administrative support to the CEO & General Manager, and the Board of Directors including exercising independent judgment on a variety of tasks and special projects. This position also works closely and provides support to the Executive Staff.

This position will be based out of our Westby, Wisconsin headquarters facility and will report to the CEO & General Manager.

Education and Qualifications Requirements

An Associate’s degree in human resources, business administration, business management or closely related field with five (5) years of administrative and human resources related experience is required. A Bachelor’s degree in human resources, business administration, business management or closely related field with three (3) years of administrative and human resources related experience is preferred. Any combination of education and experience that provides equivalent knowledge, skills, and abilities may be considered. The successful candidate must possess a valid driver’s license.

Essential Duties and Responsibilities

As a member of the Cooperative’s management team, assists the CEO & General Manager in evaluating, formulating, and implementing programs, policies, and methods to promote and facilitate the effective and efficient operation of the Cooperative toward achieving its mission and goals. In this role, the expectation is that the position’s development plan will include exposure to and gaining an understanding of the technical aspects of the business.

Manage full cycle recruitment process including but not limited to: applicant sourcing, recruiting, pre-employment screening, interviewing, processing background checks, and employee onboarding.

Responsible for the review and updating of job descriptions to ensure that the essential functions of the work are properly documented. Assists supervisors in writing job descriptions.

Responsible for the administration of all employee benefit programs. Monitors benefits plans and recommends changes in benefits where appropriate. This begins with the timely and proper enrollment of a new employee in all programs and continues with an on-going notification to all employees of any new options or benefit plan changes and/or updates. Provides all plan required notices. Manages annual open enrollment and provides distribution of all materials associated with it. Keeps employees informed and educated on benefit plans through the employee newsletter and reference materials.

Resolves employee relations issues, assists with disciplinary counseling and documentation, and manages the performance appraisal process and compensation program.

Maintains all approved board and handbook policies and ensures that all new policies or provisions are made available to the appropriate persons. Reviews said policies annually and works with the CEO & General Manager or related staff to make updates as needed.

Reviews and makes updates to Emergency Response Plan as needed.

Ensures that safety and compliance data is properly prepared and maintained. Participates in and coordinates Safety Committee meetings. Takes minutes and maintains correspondence and notes.

Maintains personnel files and medical records. Responsible for the confidentiality of employee information contained in personnel files and all other company records. Maintains accurate records of employee benefit transactions and group contracts.

Ensures that vendor contracts and certificates of insurance are correct and current.

Coordinates scholarships, contributions, and donations through the Federated Youth Foundation.

Creates and distributes weekly newsletter. May also assist Director of Marketing & Communications with design and maintenance of website and other communication tools.

Provides administrative support to the Board of Directors, CEO & General Manager, and Executive Staff, including: coordinating employee and staff meetings, taking minutes, scheduling appointments, preparing documents, writing drafts of correspondence or articles, filing, creating PowerPoint presentations, and handling a variety of situations involving the administrative functions of the office.

Prepares drafts of board agendas, takes Board minutes and distributes various reports and other information to the Board of Directors for the CEO & General Manager and staff. Assembles board reports and uploads for monthly meetings. Distributes and maintains training and meeting attendance materials, travel, and other requirements to the Board of Directors and staff to assure effective coordination, communication, and adequate arrangements for attendance at such meetings.

May compose or draft correspondence or articles requiring knowledge of executive views, philosophy, cooperative policy, cooperative operations, and some understanding of technical matters.

Plans and/or coordinates the District Committee Conference, Annual Meeting, Member Appreciation Picnics, Open House, and other meetings and special events. Assists the Director of Marketing & Communications with meetings and events and represents the Cooperative at co-op and community events. Takes minutes, if required.

Performs various other duties as directed by the CEO & General Manager.

Knowledge, Skills, and Abilities

Must be a self-starter and independent thinker who takes initiative, possesses excellent judgement, problem resolution, and decision-making skills when required. Must be able to carry out a variety of activities which require confidentiality and a high degree of accuracy and attention to detail. Must be able to organize work to meet deadlines.

Must possess excellent oral and written communications skills. Excellent grammar and spelling are required for the preparation of correspondence and reports. Must use excellent interpersonal skills in providing superior internal and external customer service. Must be able to project a positive and professional image for VEC, CEO and Board.

Ability to work in a small office environment as a team player who is willing to help the team where needed

Knowledge of spreadsheets and word processing software is required. Experience with Microsoft Excel, Word, PowerPoint, Adobe Acrobat products, and Outlook preferred.

Physical Requirements

Ability to sit, stand, walk, kneel, crouch/stoop/squat, lift and push, twist upper body, bend, reach and stretch. Position utilizes personal computers, fax machines, copiers, and standard office equipment.

Good dexterity to operate personal computer and office equipment.

Comfortable in speaking in a public forum. Must be able to read a computer monitor and outputs accurately. Must be able to communicate clearly and accurately for work and safety compliance.

Work is mostly inside an office in a controlled environment. Normal office safety precautions and practices are required. Position requires occasional travel to training conferences and meetings. Work regularly scheduled Monday – Friday although occasional irregular hours and overnight travel may be required to meet deadlines or attend meetings or conferences.
