Organization Overview

North Central Health Care (NCHC) has been serving the Central Wisconsin community for many years. We are a tri-county organization (Marathon, Lincoln and Langlade Counties) that serves a variety of patients, clients and residents. Our services are focused on mental health care, addiction and substance abuse treatment, developmental disabilities care and skilled nursing care, but we also offer adult protective services, aquatic physical therapy and several community-based programs to support our community. Our programs are customized for each patient—designed around their unique abilities and challenges to create a truly person-centered experience.

Centers are conveniently located in Wausau, Antigo and Merrill with a local office in Tomahawk, WI for mental health care, substance abuse and developmental disability support and services.

Position Overview 

As a member of the Executive Leadership Team, the Operations Executive is responsible for developing, leading, administering, and coordinating all phases of NCHC’s day-to-day general operations to ensure organizational effectiveness, including oversight of certain functional area/departments/services. This position will report to the CEO and will be located at our Wausau Campus.

Education and Qualifications

Master’s degree in business administration, health care management, or related field.

Five to ten years of progressive operations management experience required. Three to five years of operations management experience in a health care setting preferred.

Experience supporting policy-makers in their governance.

Experience in overseeing large capital projects.

Must have a valid driver’s license and appropriate auto insurance as required by NCHC; must have use of a personal vehicle.

Any combination of education and experience that provides equivalent knowledge, skills, and abilities may be considered.

Essential Duties and Responsibilities

Develops, leads, administers, and coordinates all phases of NCHC’s day-to-day general operations to ensure organizational effectiveness, including oversight of the following functional areas/departments/services:

  • Human resources

  • Marketing and communications

  • Organizational development

  • Facilities, risk management, and safety

  • Legal and contracting

  • Policy systems and procedures

  • Dashboards

  • Operational plan

  • Transportation

Liaison with the CEO and Board of Directors, interacting directly with the Board of Directors as needed.

Serves as member of the Executive Leadership Team; works closely with the Executive Management Team on day-to-day operational issues.

Facilitates the implementation of the organization’s strategic plan for operations activity; implements and leads functional area/development operational plans.

Serves as the CEO’s partner in facilitating the development and success of the Executive Management, Senior Management and Management Teams by coordinating activities of the teams and challenging standards of the teams.

Coordinated NCHC leadership efforts and programs to provide effective leadership and management development and succession.

Assures the services, quality, fiscal, and human relations performance for areas of assigned accountabilities; liaisons with community partners as assigned.

Creates various organizational and program operational budgets and performance monitoring in collaboration with the CEO, CFO, and others, who support the financial well-being of the organization; utilizes financial data to improve operational efficiency.

Works closely with the CEO to maximize the asset/use of human resources. Coordinates recruitment and placement of key leadership/management and medical/non-medical staff.

Responsible for the development and execution of the organization’s marketing plan.

Develops, implements, and enforces policies, processes/procedures, and best practices in support of organizational goals; monitors adherence to rules, regulations, and procedures.

Responsible for maintaining compliance within all functional/department areas with all applicable federal, state, and related regulatory/accreditation requirements.

Knowledge of all regulatory and accreditation standards along with federal, state, and local codes.

Knowledge of the entire business and use of systems-thinking to understand how programs work together and how decisions impact the financial liability of the organization.

Strong analytical skills and ability to diagnose situations to identify and understand discrepancies, patterns, trends, and opportunities. Consistently able to identify the correct problem in need of a solution.

Skills and knowledge to appreciate, articulate, and shape NCHC’s culture, along with being a capable change steward in implementing new strategy, tactics, initiatives, and projects.

Acts with personal, professional, and behavioral integrity to withstand internal and external pressures to ensure that ethical and at times difficult decisions are made and supported by the organization.

Ability to execute the operational aspects of managing people and organizations to effectively obtain results.

Ability to focus through others within the organization to achieve individual, team, and organizational goals through the use of varied approaches such as coaching, mentoring, and talent management.

Ability to establish and maintain effective relationships with employees, representatives of other agencies, executive team members, Boards and Committees, and the public.

Ability to present ideas with a high degree of effectiveness, both orally and in writing.

Knowledge in theory, research, and practice in leadership development, talent management, and organizational design.

Annual competencies as required by North Central Health Care and/or various regulatory agencies based on entity and/or job title.

Physical and Working Environment

Normal mental and visual attention required. Normal office working conditions requiring continuous use of both hands. Sitting most of the time, may involve walking or standing for brief periods of time. Occasional bending, squatting, twisting, climbing stairs and lifting up to 10 pounds. Minimal exposures to workplace hazards, including frequent travel.
